Support to apprenticeship progs (like the 1 run by City of CT) & Opportunity Vouchers in form of bursaries & financial assistance to entrepreneurs in public-pvt partnerships. But the real key is 2 unlock labour-absorbing growth thru clean & efficient government, effective service deliveru & investor-friendly policy implementation.
